You have tactician privileges in your clan so you can see that. After a rail conflict there's a period of safe time before someone else can attack it. 3. The credit reward is what you get on completion and is non-taxable. The only creds that get taxed are the ones you pick up in game. For example: Sechura with no taxes usually give 20-24k credits, but now with high tax it's barely 15k.
