Mezner was a member of the "Agency futurist Enclave" who were all top scientists and revolutionary thinkers. His experimentation with the Technocyte virus eventually led to his infection and rebellion against the Enclave and the Agency itself. Now, the Proto-Warframe that Hayden found was made well in advance of Hayden being assigned the Lasria mission, and was most likely a prototype that simply didn't yet have a pilot candidate. Both the Nemesis Armor and the Proto-Excalibur had the Lotus symbol on their shoulders, which is odd as the resistance marked routes to their black-market weapon dealer with the lotus symbol, why would that be? Because the Proto-Warframe were created by the Agency Futurist Enclave before Mezner rebelled and the Agency was supplying weapons to the rebels to oppose Mezner. The Lotus symbol _is_ the symbol for the secret part of the Agency that forks with forbidden technology. So, Hayden works for them, until he realizes he's going to be disposed of and fights back. But he still defeats Mezner which is what the enclave wanted. So, As Earth is falling to the Dark Sector era technocyte virus, The enclave leave the planet to live in a crude orbiting space station to continue their research as long as they can, also because they believe the "deserve" to survive being the "best and brightest" Research is conducted on the "living metal" that the virus produces, it's refined and made safe as a technological building-block. As their bodies fail in micro-gravity the Enclave begin replacing parts, fortifying themselves with the metal until their whole bodies are "cold and gold" with their living metal... which they call "forma" (Latin: To Shape) Now functionally ageless they wait out the apocalypse happening on Earth, and afterwards rebuild with new humans they create from DNA samples, over whom they have absolute power. The people take to calling their "Gods" the "Gold People" or "Oro-Kin" And eventually the Orokin, threatened by The Sentients decide to make more heroes with suits like the first couple they made, this time with bizzare abilities powered by void energy. The first is an updated version of that first suit and they call them their "Tenno" just like the first. And they make a new "Lotus" to watch over them. ...So in a way he was.
