I assume you mean build a new Warframe. If you want to start a new account you'd have to use a different e-mail address, assuming that's the way it works on XB1.

For non-prime Warframes, you find blueprints for its three components (Chassis, Systems, Helmet) by defeating bosses - each boss drops a specific Warframe's parts. (Oberon drops off Eximus units rarely, and Mirage parts are awarded by the Hidden Messages quest). Once you have crafted all three components, you can buy the main blueprint in the market for credits - using the three components, you can then craft your new warframe.

Basically if you want a new frame you can either farm for it for free by killing specific bosses found on different planets or through tenno research labs or if you want them instantly you can purchase plat and buy them. Or if you wanna try any of the other starter warframes like what space timer said start an alternate account and choose a different warframe.

By getting new frame,

Kill boss > gather helmet, chassis, system of that warframe > build the parts > buy warframe blueprint from the market > build the warframe.

Except Volt,Banshee,Zephyr,Vauban,Oberon and Mirage.

Volt,Banshee,Zephyr are from the Clan Dojo.

Vauban parts are from those Alert mission.

Oberon part will drop randomly from eximus type enemy.

Mirage by doing the quest "The Hidden message".

Just a note, I'd suggest not to get parts for Grineer bosses because they're a pain in the A-hole if you're low ranked. Example is Ruk at Saturn because he kills stuff easily especially if you're low shields and health and if you have an uncoordinated team. Another could be Kril, he's not as dangerous as Ruk but he's a bit harder to fight.

Edit: Jackal and Nef Anyo are really easy and Nef Anyo is probably the easiest boss in game up to date.
