Tornado as a revive ability is completely unnecessary as you're already invulnerable with Turbulence on. The problem with Zephyr is I think that's she pretty much only has her invulnerability going for her, and while it's MUCH more situational and a lot less effective than Hysteria you do keep the ability to use your guns. The way it is not, Tornado is not worth the mod slot and unless she gets a utility boost she's only really going to be useful in some T4's. Her ult tornado can be a good crowd control but most people seem to find it annoying because it ragdolls enemies everywhere. Other then that she's fun to use. Fast, agile and mobile.
