The dude being taxi'd must be hosting the session, and there must not be a host migration in the process (which, IIRC, happens if there are only two players, with only one person having unlocked the node - though don't quote me on that). I thought the Ceres node was open for everyone who'd gotten 10 points, regardless of their solar map progress? If not, that's a very sad oversight in event implementation.
