Pretty sure it's definitely affected by range. I recall that it cannot go over 50m, however, so using Overextended + Stretch would be kinda useless. One or the other alone will work fine though.

 

(Not sure on that range thing anymore though, it may no longer be capped at 50, or I have misinformation)

It is worth noting that Blade Storm deals a specific number of hits to every enemy in its radius so while you can definitely cover the largest area possible, keeping the radius smaller will allow you to focus multiple attacks on a single or smaller group of enemies.  This can be particularly effective as the higher level or tougher enemies require more hits to kill.  Also, the melee multiplier will carry over to the damage dealt by Blade Storm so make sure you stack it accordingly before activating the ability.  Range is great for solar map missions but can hinder you at higher levels or during infinite content.

If you need to kill thinks quickly at high level content, popping Blade Storm is a terrible idea because it rends your primary source of damage (guns) useless for a long period of time.

 

Also, increasing range is incredibly efficient because of the 100% chance Bleed proc DOT. If you hit a bunch of targets and then cast Bladestorm again, most of those initial targets will have taken most of, if not all of the full affect of the Bleed DOT. This increases your damage efficiency by a lot.
