Oberon uses renewal

 

Oberon sends out projectiles

 

Projectiles reach tennos

 

Projectiles heal.

 

The healing of Renewal is inversely based on duration, meaning more duration you have, less time it'll take to heal, and vise versa, less duration, more time to heal.

You cast it. On contact with a player (or immedeately for you) it will heal some 100 or more health (not sure of the exact numbers) and will then heal over time for about 400 health. Once the player it is healing is at full health it will stop healing and remove all status procs from them. In addition, if a player is down, it will slow the bleed out (again, not sure of the number, but it's 45% slower with intensify).

Renewal is a channeling ability, meaning it drains energy for a continuous effect until the same key is pressed or duration ends by the ability itself or lack of energy. The initial cast sends multiple wisps of energy towards each player, and heals said player upon reaching him/her, then removes all status effects once fully healed. Duration's kinda weird on this ability, as any duration mod will affect it inversely (fleeting expertise will make it last longer for example). I you'd like more info, you could check the wiki.

As an avid Oberon user I can tell you the bleed out reduction suposedly was implemented but it never works nor slows it down, as far as healing goes the less duration you have the quicker the health will regenerate (this has a disadvantage on hallowed ground, though); overall you want to have intensify and blind rage at all times on a renewal-reckoning oberon.
