K_Shiro Posted September 30, 2014 Share Posted September 30, 2014 I would really not allow changing tax rates - you can set your tax rates at the start of a conflict and have to stick to them until the new conflict. You can still try to tempt players with rewards to choose the worst tax rate but at least you can't just hit-n-run, and change your rates after the win.
