Radial Blind Nerfed?

Recently I have been going back to Excalibur, and notice that radial blind only stuns the enemies for like three seconds and gone. It may be longer than three but I am sure it is nowhere near 15 seconds stated on wiki, and I have continuity and constitution on. This is even worse than not going through obstacles. Is this a bug or is it actually weakened?

They are stunned for 5 seconds and after that the enemies are blind. 

 

They can, however, still run and go to areas where a sound has been detected (gunshots). They can also rifle butt people who get close to them.

There's the initial stun then they are simply blinded (they can hear you and will open fire based on that)

The stun is comparatively short, the blind is the main part of the ability.

I used it on Grineer heavies and they fire at me after stun, that's sensible.

But I blinded the Infested and they still charge the cryopod and start smashing.
