U15 Syndicate Concerns

Ok, so Update 15 just came out, and I want to join a syndicate. But I can't find the syndicates. Not in the codex, Market or anywhere else. So I was wondering is there a minimum rank to join a syndicate?

My current mastery rank is 2.

If anyone can give tips on which syndicate to join, that would be very appreciated.

Also, where in the UI can you find the button to join a syndicate?

Believe you have to be Mastery Rank 3 to join a Syndicate.
