I can't be one hundred percent sure, but I have an open slot still after building my Archwing. I think I only had the one slot open, so I don't think it takes up frame slots. Edit: You also don't access the archwing from your frames menu, when you unlock an archwing you access them from a tab in the bottom right corner near your loadout options and the exit button.
