Can't Use Abilities?

So to start, I play with a controller.

 

Used to, I would use left and right d-pad to select an ability, and left bumper to then use it. Now this doesn't work. Looking at the controller bindings, 'Activate Ability' isn't bound to anything, and it won't let me. Ability A-D is assigned to A, B, X, Y. Left and right D-pad are assigned to scroll. Help?

I'm having a similar problem. I've tried remapping "activate power" to the left shoulder (like I'm used to), but it won't let me. I'm using the DS4 controller.
