Prolly you already know but took me some runs to find that one out in the beginning. I have found a Mag schematic two days ago or so while I was helping out a guildie.... so to my humble knowing it is not bugged. Grinding is the name of the game right now. The only thing you can do is play it or wait until they (maybe) change it.
