I was Frost prime when I returned to the liset, and of course, no leveling for Oberon. edit: Oberon, did, in fact, gain xp when I went to check him again Several times, upon selecting a WF and changing the loadout manually, I exit the arsenal to find myself back in the original frame, and have to redo it.
