I'm a new player to warframe and I just bought a 2nd warframe, how do I alternate between the two on ps4?

Just access the Arsenal and click on "equip" in the warframe window.

Are you sure you didn't bought a Avatar Pack, anyway?

As stated above, equip your Warframe from the Arsenal. You can also view your collection of frames via the Inventory tab in the escape menu.

Go to the Arsenal and hit Equip by where your frame is listed. Both frames should be in the list that appears.

Also, make sure you didn't just buy the blueprint. You have to pay platinum for finished frames.
