I think this is a feature, not a bug. They said one option you'd have was to trade anything buyable from syndicates, so that you don't have to join them all, and could use your dedication to them to earn plat.

 

The higher rank sigils don't give more points, just a new design. So you're selling them a special, hard-to-get design, nothing else.

They specifically said that everything would be tradeable, so sigils would be included.

You did notice that the UI for u15 is nowhere near done, right?

 

I mean, archwing stuff still doesn't have a section of its own in the inventory, and didn't even have a section for mods. I expect it's on the "list of things they're working on ASAP".
