Allied Syndicate Dropping Level By Going Negative

So, I'm trying to level the 4 way 50% set, running Arbiters of Hexis and Perrin Sequence equally. I got Arbiters first, unlocked the first level, then tried the Syndicate daily things: that really hurt my Perrin standing, so I switched back to Perrin. 

 

Just now I noticed I dropped Arbiters just a little too much, so now Arbiters dropped below 0.. or rather, that's what I thought it would do, but it actually took away my rank and dropped me back to 4900 or so loyalty. This is pretty awkward in itself, but it also means I have to re-level Arbiters, again dropping the offering..

 

It certainly feels like a bug, but if it isn't, I would really like some DE confirmation..

In fact, since you cannot get more than 5000 points in one or the other before levelling up, this whole idea becomes near impossible, as it's (about?) impossible to get 5000 in Perrin, after levelling up Arbiters, without getting them below zero again..
