I also don't know if this is a bug or intentional. I assume this is a bug for now. I just rushed an already finished forma for 10p in the foundry. The rush-bar on the lower end should become a claim-bar when items are finished, so this shouldn't be possible? It all went so fast I didn't really have a look.
