Because their bonuses don't seem that potent on some frames. For example, the shield strengthening one doesn't seem too swell when using Valkyr; I gain all of... 46 shields. Its sort of annoying having my favorite frame not being able to blind over walls while Mirage can. If your going to apply some sort of logic on this game can you at least apply it to all the warframes its applicable too rather than one at a time?
