for javelin it increases range and number of javelins thrown.

And if you dont upgrade it, its significantly weaker than other ultimates. With Saryn, Frost, Ash and others, you can hit far more than however many javelins there are.

Each Javelin does 1000 damage. Rank 0 gives you like 8? Javelins? If you increase the number of Javelins thrown and using Radial Javelin in inside Mag's bullet attractor, then you can inflict extreme massive damage. Or you can kill more ancients in 1 attack.
