Oh, okay that is indeed odd, and shouldn't be happening, although you could try and force korean mode on by using the registry editor.

1) Open Registry Editor. You can do that by typing regedit in the search area in the Start menu in Windows 7 and Vista. In XP, you can just click on Run and type in regedit.

2) Go to find, either in this menu or press ctrl + f

3) Type in "Digital Extremes"

It should take you to a section which has Warframe

4) Under Warframe there should be an option called Launcher. If you click on that, on the right should be an option for Language, with type REG_DWORD. Double click that.

5) Then, click inside the value data section, and type in "b".

b is the hexidecimal code pertaining to the Korean Language in Warframe. If you'd prefer to use decimal, type 11, but it won't affect anything except how you type it.

6) Try loading up Warframe again. It should then download the files required to play Warframe in Korean.

Well, Warframe only gets the files for each language that it requires.

It does not download all of the languages at once. By setting the Language to 11, it should download the Korean files once the Launcher is restarted. If that's not happening then something weird is going on.

I would imagine it is ultimately an issue with your Locale or Regional settings that is causing something weird to go on. Using Regedit should be able to get around that block of having those options hidden on your computer. Since it doesn't seem to be doing anything, I would recommend contacting Warframe Support here
