Does Fire Makes Enemies Permanently Alert?

It used to be that missions with fire hazards had the enemies permanently on alert. However, ever since they added the ability to hack consoles to deactivate the alarms, it's possible to do so on these missions as well, which basically makes the "alert on start of mission" aspect moot. Not really sure if it was intended to be this way or if it's just an oversight though.

Missions with the Fire environmental hazard start with enemies alerted, yes.  I don't know if it's possible to reset them, someone else can chime in on that.  I want to say it can be done after a lockdown is activated, but I'm not sure on it.

If you hack a panel twice after lockdown and wait around half a minute or so undetected/unspotted, the enemies will lose their aggro.
