Yea, there is a kind of "Mod Order". E.g. put the Investigator-Module right at the first slot (the very upper left slot). Second mods like firing, "reviving itself" and other essential mods - following your specific order.

If put down the attack triggering mod on the first slot, it will try to shoot, unless the enemy is in range, otherwise, helios will start to scan (but I doubt that will ever work, since the melee weapon (deconstructor) has a good range, far more expanded than the scan range).
