If he throws A up from atop of a hill, than it depends on how high it is because that'll determine how long the ball has time to build up speed. However, if C is thrown directly down from atop a hill, A will definitely beat it but because you didn't specify the height of where each ball can be. So unless you give us the height of where the ball was thrown, it would be C as A would be like B only a tiny bit higher and only a bit faster. A is thrown up but once it hits its peak it will lose momentum. C is thown down losing no momentum.
