Tier 4 skills don't have boosts?

I thought it was a mistake, but after seeing my rhino's skill tree the tier 4 skill also didn't have the boost like my excalibur, it just had 3 instances where you can put a skill point. Is this more of a text error or it doesn't have a boost and you just waste points on it?

Edit: All the skills don't have boost. Someone please reply.

A Miatake i guess, just reset them and test it by yourself. like stoping time or else to see if the boost happent aufter putting more skills in to it

If you dont have the skill yet, it will just show normally.

If you go down the ladder in one go, it will again just show the skill (Lets say i respec, then use all points to get all 3 skillpoints into rhino charge,

it will show rhino charge in all 3).

However, if you spend a skill point in one, leave the screen, then go back, it'll show the "Boost blah blah"..
