use zephyr ;) But seriously, just put crit mods and some damage on it and you have one of the best damage weapons in the game; if you can hit with the grenades. 

 

If you're looking for a build, I use: All max

Serration

Vital Sense 

Split Chamber

Point Strike

2 90% damage mods

Terminal Velocity or Critical Delay - CD gives you 100+% crit

(Primed)Fast Hands - with just two shots having that reload down is good IMO

It really depends what you like to do with the Tonkor. Do you like pulling off insane amounts of damage, or be a room cleaner?

 

This is the Tonkor build I use for Void. You could go a couple ways with this build, you could replace Hammer Shot with Terminal Velocity if you like throwing them out at higher speeds (Terminal Velocity only if you aren't able to account for enemy movement that well) Or you could replace it with Fast Hands or the Primed Version if you have it
