The bar shows you how close you are to your next thousand. Having 1,999 points shows it right at the end of the bar, 2,001 shows it right at the beginning. When you're at the lower amounts of focus (like after you spend it or if you only recently unlocked it), the bar fills up and restarts when you gain a lot in a mission.
