But, you can buy multiple time on Amazon.com (when they are on sale and very similar to Steam), and redeem them all on your same Steam's Warframe account. How? Because the Lightning Pack counts as a DLC on steam, you can't have multiple copies of the same DLC. or do you mean via the website? Also i can't find any packs on amazon.
