Haha you are recalling correctly - there have been (and I suppose will continue to be) debates both internal and external. The current verdict is by design.

The logic may be a juice box with a finite max volume suddenly has two straws drawing from it's contents instead of one - so we split the contents evenly. What currently stands is it is by design - if you disagree with this, that's fine, but remain respectful and understanding that a design decision can be debated, but may not change. All things considered, at least in my experiences, ammo capacity is a system that can be actively 'defeated' with the use of restores, mods, and the active slaughter of enemies and collection of the rather abundant ammo drops.

It probably won't be "fixed" since it isn't a bug, but hopefully it'll be changed someday, nobody likes it and there's just no reason to punish people who like to use those specific weapon types in tandem. Surely it couldn't be that hard to either:

 

a) Allow explosive secondaries to use pistol ammo but reduce the amount of ammo they get per pickup (say 3-5)

 

b) Have snipers/bows use the same ammo type as shotguns (since you can never use both in conjunction anyway) and make purple ammo exclusive to launchers.

Its probably and unintentional conflict between items which share the same ammo pool, likely caused when DE released secondaries which drain from sniper ammo without testing it with ammo of the same pool or they did know this and can't be bothered to create a new ammo pool.

 

An easy fix would be to change secondaries which consume sniper ammo to pistol ammo, but firing said pistol consumes 3-5 ammo per output. Magazine and clip size would also be compensated to x3-5 of its original value.

This is most definitely a bug, an intentional one surely, but a bug nonetheless.  Simple fact is if you have any primary/secondary combo you have bringing in two seperate supplies of ammo with you into the mission.  Because sniper ammo is (foolishly, pointlessly, carelessly) shared between the two, it completely eliminates the primary pool and forces both to use secondary.  Its not even a matter of "sharing a combined pool" because one of those pools no longer exists.  Bows have 72 arrows, talons has 20? 30? mines, that should be 92 or 102 not suddenly the amount used by secondary only.

 

Nothing anyone says will make it alright that this happens, its a bad decision if it was done on purpose, and makes no sense it happens.  The tonkor, arguably the most powerful sniper ammo using launcher in the game has more ammo than the secondaries that supposely are so utterly powerful that additionial ammo supplied by the primary pool would make them overbalanced.

 

First update of 2016 will surely have a fix for this, because it is absolutely the good and resolute thing to do.

On the bright side, if you do use the shared ammo pool, you only need one ammo mutation mod between the two weapons as a quick switch to that weapon will fill up your ammo pool.

 

So like if you're a dedicated user of the Pentas or Ogris you can build them for max dps then have your secondary (-talons since it has 20 while others have 30) launchers with trick mag for a good 57 shots and a mutation on them.

 

I actually prefer to use S.Penta or Tonkor with my Kulstar/S.Castanas with ammo mutation on one with max build on the other.
