Synthesis Scanners Not Available?

Whenever I talk to Cephalon Simaris, he only offers to have me run the synthesis simulation...I read on the wiki that talking to him should present me with the "Offerings" option, like all other syndicates, and that's where I can buy the synthesis scanners. Why is this option not appearing for me? Thanks in advance!

Offerings are at the "console" to his right.

I'm on X1, so I don't know if it's different on PC, but the offerings show up for me at a different stand in the back of the room.

Check the rewards counter behind him where you can buy things for standings I havent played in a while maybe theyve moved them there to buy for credits
