if u use just intensify + power drift (+45% power strength) u get the maximum possible slow

if u use just overextended (-60% power strength) u get the maximum possible speed on the enemys

another build that i rly like is

if u use intensify + overextended (-30% power strength) this will not affect the speed of the enemys at all

but u will still have double dmg and the nice chain reactions :D

The value of the speed debuff is determined by adding power strength's bonus directly to the speed debuff's base value (e.g., with +30% power strength, the speed debuff will be 0.3 + 0.3 = 60% at max rank). The speed debuff cannot exceed 75% under any circumstances.

Power strength less than -10% / -20% / -25% / -30% will yield a negative speed debuff that increases an enemy's speed (e.g., -60% power strength will produce a 0.3 - 0.6 = -30% speed debuff at max rank, which implies the enemy will move and attack 30% faster)

Notes: Negative power strength is achieved by the mod "Overextended". More info about that mod found here: http://warframe.wikia.com/wiki/Overextended

The above posts have pretty much explains the mechaincs of Molecular Prime.

To put it simple, default 100% strength = 30% slow effect.

And slow effect is capped at 75%, therefore only 145% strength is needed at most, for the maximum slow effect.

Conversely speaking, putting Overextended mod will decrease strength, thus creating a fast effect.
