Ember Prime Firewuake Question

With firewuake, if I activate it on one end of a map, then while world on fire is active, run towards a new group of enemies and they enter my range, will they get knocked down or Will I have to recast it.

You don't activate Firequake, you activate World on Fire, which is augmented by Firequake. Yes, everything that WoF hits is knocked down, run everywhere, knock em down.

What build would be good then, short range so they knock down when they get close to me so I can do damage?

depends, long range for everything you see getting cc'ed or short so you can control who you cc more.
