Shield aren't usable against high level enemyes

Well, we know the why, they haven't enough pool, max 1200 for some warframe and they haven't a reduction in damage (like armor for health). So they aren't realy usefull. Then I thought and I would like to suggest, could we take some mechanics from our enemyes? Like a damage cap for our shields, but usable with a mod.

So I wanted to suggest a new nightmare mod, putting in theory that if DE want to put that mechanics for our frames, it should be around 500 dmg (after all what it realy kill us is the insane fire rate of our enemyes):

-x1.0 damage cap on shields AND -0.1 shield recharge delay (that at rank 0)

- x0.20 damage cap on shield AND -0.4 shield recharge delay (maxed with a damage cap of 500x0.20= 100 dmg).

Let me know if it would be usefull, what you think about? Shields don't reserve a buff or a mod like that?
