Ext enemies not spawning

second time in a couple off days, currently standing in extracting off a ODE with 15 enemies left, no enemies in the map at all and the enemy way point just flashing on extraction.  happened to me the other day during a mission on Uranus as well only difference is, no enemies spawned, ran right to extracting, and then enemies started spawning in small groups and had to backtrack.
