BIPS stands for Balanced IPS, EHP for Effective Health/Hit Points. BIPS EHP answers the question: "How much effective health do I have against a weapon with equal amounts of Impact, Puncture & Slash?".
Examples: Sybaris, Burston & Seer have Balanced IPS.
Rationale: Physical weapons are prevalent and all physical weapons have an IPS-distribution, so using a basic IPS-distribution to calculate EHP gives us more meaningful numbers.
Advantage: closer to reality than neutral EHP
Disadvantage: more difficult to calculate/reproduce
Neutral EHP
This is what's commonly understood as EHP, "neutral" is just for the distinction. It's calculated by reversing the armour reduction, multiplying that with health and adding shields on top. Weapons have neutral damage if all of their relevant multipliers (Shields, Flesh, Ferrite) are exactly 1, which means in PvP: only Heat & Electricity.
Examples: Atomos, Serro, Prova Vandal
Advantage: easy to calculate
Disadvantage: not a good representation for weapons with physical damage

{Average} Warframe:
The stats are Shields / Health / Armour (S/H/A) of 148/110/78.
Basically, they are derived from all available Warframes in the Conclave, but there are some technicalities:
Inaros is not included because his lack of shields makes him quite a different beast.
Loki and Loki Prime are the same, there's no reason to pick one over the other. Including him twice isn't necessary.
The idea here is to simplify certain calculations. E.g. instead of calculating the damage of a weapon against each existing Warframe, then compare that data to another weapon's, it's simpler to calculate the damage against the {Average}. And because of how damage types work, that's a much better value than using the sum of IPS damage numbers.
CSVs: The EHP tables would actually contain decimal values. For ease of use, these are rounded to the nearest integer. However, if you want a more accurate representation: I can help with the formulas, just send me a PM.
Explanation for which damage conversion mods to use on your weapons.

There are two different lines of thought when it comes to picking ranged IPS weapons:
Tthe first one is picking a combo of Primary & Secondary with one geared towards depleting shields (Impact heavy) and the other towards your enemy's health (Puncture heavy). In that case picking a conversion mod is simple.
The second is about trying to kill your opponent with a single weapon and optimising the damage distribution to get the most out of it. Note that it's a question of whether to pick an Impact or Puncture coversion mod again - don't bother with Slash conversion, the former two are overall more potent. Now the question is: Which one is the right one to pick? There's no simple answer because it depends on your enemy's Shields, Health and Armour.
The following two charts show what damage distribution an optimal weapon with only Impact and Puncture would have against individual Warframes:
The first one is mostly to give you an idea how much this varies between Warframes.
The second one shows the {Average} Warframe and can be taken as a recommendation; if your enemies don't have overshields from the Overcharged mod, aim for a distribution that's about 54% Puncture to 46% Impact with your Impact & Puncture conversion mods. Slash is mostly neutral, so just ignore that value on your weapon.
If you feel like your enemies have overshields all the time (e.g. you're dueling someone and your enemy spends their Energy only on overshields), then the recommendation changes: optimal would be about 57% Impact to 43% Puncture, on average.
Keep in mind, however, that your enemies don't always have the 50 Energy to respawn with 50 extra shields and that the overshields don't recharge.
So ultimately, my rule of thumb is this: aim for a 50/50 split and when in doubt, use the Puncture mod.
Example
The Grakata has I/P/S of 6.2/5.2/4.2 in the Conclave. That's a distribution of about 40%/35%/25%. It's a bit heavy on Impact, so you should put a Puncture conversion mod on it (unless you think all your enemies have overshields all the time).
FAQ:
What's up with the armour calculations?
Warframes have Flesh with Ferrite armour, so all calculations have to be made against those defensive types. Which means that e.g. Radiation isn't nearly as strong as you'd expect (worse than neutral even because of its 0.75x shield multiplier). Corrosive & Toxin are the two strongest elementals.
It's ultimately a matter of preference, but I tried calculating the EHP differences of these mods depending on the amount of armour. Note: I did this calculation only once and it's not that simple because it depends on the damage types of your enemies' weapons. So this is just a general guideline:
With 75 and lower armour go +shields or -health, between 75 and 110 armour choose the one you like better, above 110 armour go +health or -shields.
What is {Average} and why do I care?
It's an imaginary Warframe with stats averaged from the others (see explanation part above for how exactly that's done). It has Shields/Health/Armour of 148/110/78.
Some calculations, e.g. for weapon comparisons, are a lot simpler when done against a single set of stats instead of all of them.
