Territorial Aggression not working on clients

Until now, I thought Territorial Aggression might be broken completely. After the last mission, I think it's only broken in part. When I play as client (which I almost always do when playing with my friend), my Kavat doesn't use that ability at all. Now I've just played a solo mission on Earth and she put green bubbles all over the place that made the wild Kubrows sit down.

Conclusion: Territorial Aggression does not work for clients. Please confirm and fix.
