Considering all warframes that are not primed are built with scraps around the original model of the primed warframes, I think it's perfectly plausible to build a frame's chassis with Grineer spare parts and scraps. These pieces are mass produced in the Grineer-controlled industrial planets constantly, and we break them by the tons every day. It only makes sense to make use of all that spare metal.
