Change World on Fire's explosion damage to remaining health damage, i.e. a percentage of each affected target's current health (and perhaps factor in enemy shields and armor too). Suddenly, Ember becomes the premier AoE DoT frame at all enemy health levels, gets to scale well, including with Power Strength, without having to resort to weapon-based damage scalings or raw utility, and still gets to clear lower-level content without instantly blowing up everything in a three room radius. Thoughts?
