Spoiler I don't understand the point of posting the second line I've snipped out. DE contests can sometimes lack information in the guidelines, but it usually gets updated once we point it out. It'd be cool if we didn't have to and everything was perfectly laid out, but it is what it is. Don't think that amounts to enough to call it what you did.
