Metaphorically, this means that they will go into a frenzy in their final moments. I suggest that the AI of the suda specters (or even all our specters) have a crazy murdering behaviour like Ordan in his dying moments, knowing that they will soon expire. It would be really simple way to buff them. Just delete all the behaviour that makes them run for cover, and apply speed effects like the ones applied by speed nova. Fun fact is that it could even work on robotic allies, just changing text into a program-related thing. On the other hand, I'm not sure we need specters to be buffed, they are already a fun addition and useful additional soldiers in some game modes.
