Relay freezes,Load order priority issue/ solution

The main problem with Baro, maroo and relays in general is the load order, npc interaction or the trade terminals are loaded after player frames. which during baro and a bad connection/slow toaster can lead up to FOUR MINUTES of loading time.
 I have two suggestions to fix that,

1. change the load order so that npc conversations like maroo's to start the statue mission is loaded before the tens of dozents of frames.

2. Add a option to disable warframe loading in warframe heavy hubs like maroo's bazaar and the relays.
