Enemy level scales to the average conclave points of group

Sure, if DE feels like going through and giving the Conclave score of the various mods a balance pass.

As it stands, some of the comparisons are just plain silly. Sure Shot is worth 50 points, whereas Scorch, Frostbite and Pistol Pestilence are worth 30, even though Sure Shot is an objectively inferior choice.

The Conclave Rating system was so antiquated and obsolete that it was removed altogether from the PC build.

If a gear rating system were to come back for the purpose of setting enemy difficulty level, DE would need to use a lot of effort balancing everything out because some weapons are just strictly better than others and their gear rating would have to reflect that. That's what MR requirements were supposed to do in order to prevent power creep, but look at how balanced our current weapons are when the MR0 Nikana Prime can outdamage all but an MR13 and a few other high MR melee weapons. :/

THats why defiance´s system works well, it boosts the lower player making it closer to the best geared in the group and makes the enemies challenging for everyone, however with global stuns, radial nukes, and invisible + redcrit melee, etc, it would probably still present the same issues: cheesing builds being the most efficient thing
