So most people are going to want to use that format to make their samples. However, 12 notes doesn't give you a good way to do 4/4 call-and-response, since there isn't an even way to divide 4 into it (it does provide a 3/4 question and answer, but that is harder to work with.) 16 notes will be easier for most people to work with.
