Kuva siphon doesn't spawn clouds when solo

I've done this mission tons of times, but every time I'm solo, no clouds are spawned and I can't get any kuva.

I can confirm that it's not spawning clouds in group play either. I'm with a friend, and twice in a row, the Kuva Siphon has just sat there, floating, until eventually the room stopped being red, not one cloud of Kuva spawned. We got Fatty grineer on the first Siphon, but on the latest siphon, not one War Within enemy even spawned. No jesters, no fatties.
