I knew what is will happen one day. Another broken bandaid mods, what make high-tier weapons even better. But shait-tier is still here, and these mods doesn't do a damn difference.

Enemies still have broken scaling, they still can absorb with their armor/shields/health all this glorious 1kk DPS of Tonkor, SSimulor, Lanka shots can make on paper. These mods are useless in regular starchart/sorties and they're useless on long-endless solo runs.

This is classic DE move - add "fixing" mechanics, what doesn't fix anything, but add even more problems.

Good job, guys, you did your best.

the Mods on paper are a great thing, interesting stat combinations not previously possible on Weapons, with replayability and able to help Equipment that found itself not viable or directly inferior to other choices and thusly being ignored.

however, since any Stats can be put on all Equipment, while it helps Underpowered Equipment be viable, it also makes Overpowered Equipment the same amount more Overpowered.

so we come full circle back to where we started, unfortunately.
the Mods are still cool though. more of the Mods in the game (most of them tbh) would probably be better off being less fixed, but that's a different rabbit hole.

if Riven Mods can be more like randomized Augments - where Equipment that has major weaknesses* can sometimes be given bonuses that help with those major weaknesses, as well as those Syndicate Explosions for Weapons - so in that regard having randomized Mods that are pseudo random, some Equipment having lower bottom and top thresholds for certain bonuses to account for their natural 'power level' would make things work better.
(this is not to say that Equipment that has major weaknesses shouldn't also sometimes just get a buff - if Equipment still feels good with a major weakness or feels good because of that major weakness then having it normally is fine and then Augment - but if Equipment feels more or less non viable period because of a major weakness then should just be buffed. actual viability though, not "isn't Overpowered so not viable" f...ing nonsense)

*: and ideally Warframe Augments being different options for Abilities that give unique playstyles rather than the all too usual either literally useless or just Powercrepe always Equip this because it's just better.
