Problem is how limited they would be overall, and the subsequent complaints that would follow: 'My favorite frame doesn't get this' or something similar. I think it is fairly simple, you just have to leave some distance around the neck so its not tightly wrapping around and also make the bottom part of the scarf around the back clip into the player, but modeled in a way so that you cant notice it on frames. That way on frames that have weird shoulder/neck positions/models there is enough Scarf below to prevent empty gaps, and with the distance between Scarf and Neck there is room for huge Necks and stuff. You would still have to readjust the same scarf over and over again with different variations in order for it to fit onto each warframe. And then you'd have to constantly readjust it again every time a new warframe is released. It'll also be impossible to reuse a scarf model for Atlas, who not only has large back muscles but even has a back collar on his Tartarus Helmet, and would essentially require remaking the scarf from scratch.
