LOR/LOR NM No enemies or bomb

Over the last couple days whenever I tried to do LOR and LOR NM, no enemies spawned and the bomb also didn't spawn when hacked, I figured this was just down to some bad luck and ignored it, but today I gathered a group and tried both NM and Normal, several times over and every time no enemes or bomb spawned, if this is simply bad luck then its the worst streak I have ever had of LOR bugs, any idea's what might have broken it recently, probably something in an update or hotfix.

I can confirm I've had this the past 4-5 raids I've hosted. I've also tried with someone else using a key and me being host and same, no enemies. I have now seen the no enemies bug on JV, LoR and NM LoR. We would regroup with a different host and it seemed to work every time that I wasn't hosting.
