I've seen my Rhino cast Iron Skin multiple times and Frost specters are fond of casting Ice wave two or three times before even bothering to fire their guns.

The specters should use all powers and work with any weapons because they should mirror our actions. 

Only problem is that they are a dumber ( or smarter in some cases lol) version of ourselves. so they can get stuck, cast powers randomly or not cast some powers at all etc... I would suggest you to actually test a loadout you feel  that could be useful. One loadout might seem really good but in practice, the specter will do whatever they do with that...

I usually go for one of the innately tougher Frames like Rhino or Inaros.

Same goes for weapons, higher base damage like the Tigris shotguns.

They won't "self damage" so you can also give them things like the Zarr.

I don't usually pay too much attention to what they're doing most of the time but I guess they don't really use the Secondary unless they're downed.

So then the Sonicor (aoe ragdoll) or Kulstar (big explosive aoe) seem to be good choices.

For melee, I also good high base damage but not too slow in the form of things like the Galatine/Prime.

So really the TL;DR version is:
 High Health Frame, High Damage weapons.
