The grenade tries to pull the enemy into it. But, since the grenade is stuck on the bubble: as the enemy is pulled towards the grenade, the grenade moves further away, and then the cycle repeats indefinitely. Basically, sticking a tether grenade to the top of an Arctic bubble will cause the enemy to levitate right out of the skybox. At least, that's how I remember it working from a video I saw.
