cromignon
Something seems off about it. With a maxed Seeking Fury, the numbers say 1.3, but it feels like a full 2.0. That might be me, that might be Index rush, I don't know, but I have a Lex P with a reload of 1.6 that seems to go faster than the Tigris.
(XBOX)Grimsley Clause
Got a phone? Time it. See if it's the time it states or if it's slower.

Soup2504
there is a delay after the final shot before the reload actually starts. If you manually press reload directly after the second shot, it reloads right away, but if you don't do that, there is a delay. It's kinda dumb but. that's how it is I guess
ThePredicament
It's based off of fire rate too. Since the gun is a duplex trigger, the second shot will have a slight delay until the reload. If you are actively reloading (reloading right after the second shot) it will be much faster. This vid is a bit old but it shows how fast it can be (I think before chilling reload, kinda when the gun was released)
